Summary:  Proposes to impose criminal penalties for animal hoarding. Defines an "animal hoarder" as a person who: (1) possesses five or more animals; (2) fails to provide for the animals in violation of subdivision 352(4) of this title; (3) keeps the animals in a severely overcrowded environment; and (4) displays an inability to recognize or understand the nature of or has a reckless disregard for the conditions under which the animals are living and the deleterious impact they have on the animals' health and well-being.

Summary:  (FORMERLY HD 1174) Relates to the spaying and neutering of cats. Provides that no person shall own or harbor, within the commonwealth any cat over the age of 6 months which has not been spayed or neutered, unless such person holds a license to keep an unaltered cat or a license and permit for breeding cats issued by the board of health of the city or town in which they live or unless the caretakers, due to age, health or illness and having in their possession a letter from a licensed veterinarian stating such, which shall be provided to the board of health.
